Promote the sustainability and expansion of cooperatives as instruments of social equity, justice, and economic development, in line with Section 15, Article XII of the 1987 Philippine Constitution.
Advise and assist the Local Chief Executive in formulating and implementing policies that enhance the delivery of basic services and infrastructure support, ensuring the efficient management and governance of cooperatives within the city.
Propose strategies to the Sangguniang Panglungsod, with approval from the Local Chief Executive, that create opportunities for cooperatives to achieve economic growth and strengthen their financial capabilities.
Oversee the establishment, organization, rehabilitation, and monitoring of cooperatives to ensure their continued growth and viability, in accordance with the rules and regulations set by the Cooperative Development Authority (CDA).
Perform additional functions and exercise powers as outlined under Republic Act No. 7160, also known as the Local Government Code of 1991, as well as those prescribed by other relevant laws, ordinances, and local policies.
